Details of each planet
Killai (Ellicandron I)
Planetary Class: Class Y.
Planetary Details: In initial inspection, it seems to be a lifeless hot rock. Upon closer inspection, there is a sentient species on this planet that resemble the Darjakr’ul, except that they can survive on the planet. Their technology level is still only C-, a limited scientific knowledge level. It is a great study for many cultural anthropologists who are fascinated by the surprising advancement these people are having. The study of the civilization on the planet had already yielded that Darjakr’ul based races are based upon the beings on the planet, and continues to re-enforce the Space Tree’s history that a past civilization before the Juraians were experimenting with that race. A permanent research station orbits around Killai to continue monitoring this race.
Niglai (Ellicandron II) Governor Skuld Megami
Planetary Class: Formally Class H, Now Class M.
Planetary Details: This planet is the most populated out of all of the planets in the Juraian Royalty Territories. Although with no moons, it was formally a desert planet, very rich in minerals, but due to former Emperor Azusa’s decree to shut down the Juraian borders and a recall of all Juraian citizens to Ellicandron, this planet was terraformed to a controlled Class M planet through extensive building of Neo-Tokyo, which eventually engulfed the entire planet with cityscape. Niglai’s cityscape, its constant traffic, and lights can be seen clearly from space. Almost all the space in Niglai is being used with great efficiency, with the ground level being used for extensive and worldwide hydroponics farming. It is estimated that Niglai can support and feed more than 250 billion people. A single ring of space stations surrounds the planet around the equatorial region as both a population relief for the planet, as well as a defensive barrier built during the Azusa period.
Jurai (Ellicandron III-A) Governor Belldandy Morisato
Planetary Class: Class M
Planetary Details: The home planet of the Territories, it is the seat of all government activity. It is marginally larger than the Earth, and has a similar climate, rotational and orbital period, and chemical composition. 72% of the surface of the capital planet is land mass, and most of it is covered by plants, consisting of hundreds of millions of species. Jurai also has two moons, both class M. Ancient Juraian records claim it once had a longer rotational and orbital period, which changed during the early years of Juraian civilization. The reason has not been discovered at this time. This is also the home and origin of the Juraian Space Trees, although it is noted that the Modern Juraian Space Tree now mostly live in Shalai.
Capital City Details: Neo-Cerulean (Mizuno Maru) of the Palace Prefecture. This is the capital city of Jurai and is the governmental seat for the Legislative, Executive, Judicial, and Royal Branches of Jurai. It is an extensive palace grounds that is the size of ancient Terra’s Texas, and houses most of the government and all of its central operations. It is a carefully crafted place that many Juraians reside and take care of with pride. Those that live in these grounds are considered some of the most privileged people in Jurai, and a careful balance of all the different races of Jurai is well represented in the residency of the palace grounds.
Shalai (Ellicandron III-B) Governor Asmodeus d’Nessus
Planetary Class: Class M
Planetary Details: This planet occupies the same orbital ring as Jurai, but orbits in the fashion where it is always hidden behind Ellicandron from the view of Jurai. This entire world is a giant forest with most water either trapped in huge clouds that constantly shroud the sky or in the billions of lakes. There are no other major population centers, but the world is full of resorts, quiet research centers, temples, convents, monasteries, and covens with the exception of one City, the Darjakr’ul Wargate.
Capital City Details: The Darjakr’ul Wargate City of the Omnibolge Prefecture (All Pockets). The Darjakr’ul Wargate is a huge metropolis that seems to be shrouded in a macabre gloom due to the atmosphere and the location of the many active but stable volcanoes and centers around a two kilometer high triumphal arch which gives the city its name. This structure, also known as the Oni no Iwaya (Demon Stone House) in standard Juraian, has a legend of a demon residing in the giant impenetrable beating heart that suspends in the middle of the archway. The ancient runes and illustration carved on the Wargate’s walls have all of the races that currently reside in the Juraian Royalty Territories: Juraian Space Tree, Standard Juraian, Ctarl-Ctarl, Balor, Cornugon, Erinnisu, and Tanar’ri and it is suspected that this structure is pre-Juraian in origin. It is the center of all Juraian religious beliefs as well as the central home of the Juraian Shogunate Council.
Hallakiai (Ellicandron IV) Governor Jim Hawking Clan’n
Planetary Class: Class Q, due to ancient pollution and nuclear war.
Planetary Details: Halakiai, also known as Ctarl, is a large example of what unchecked pollution and a nuclear war could cause with the planet. However, instead of freezing up, the planet’s climate is fairly unpredictable. There are patches of various ecosystems everywhere from tundra to rainforest, and shift around at a moment’s notice. Radiation is also a problem on this planet. Traces of a long dead civilization can be found everywhere on the planet. This is the origin of the Ctarl-Ctarl, a genetically engineered catlike race that was first discovered by the Juraians thousands of years ago. There are many efforts to attempt to take what Terraforming technology that has learned from Niglai and apply it to Hallakiai. The environment is more difficult to restore because of the huge deposits of radiation material all over the planet, and will take centuries to clean up.
Capital City Details: Monomiya-nyo of the Tenrei Prefecture. This is where much of the Ctarl-Ctarl population of Hallakiai resides. It is built upon the ruins of another ancient civilization that once resided on the planet. Much of the city is still being restored as much as possible to as close as the architecture of the old race is possible. Impressive obelisks with yet-to-be deciphered glyphs dot the city in a grid, and multiple skyscrapers of the city have withstood the test of time, still standing despite centuries of occupation and destruction.

Major Trading Partners: Federation at large, large concentration to any partner with many natural resources. The only exception is that no Juraian, Ctarl-Ctarl, or Darjakr’ul will deal with any Ferangi for any reason whatsoever.
Illicit Drugs: There are no illegal drug laws.
Distribution of Wealth: Middle Class and up only. Poverty is eliminated in the Territories due to religious purposes. Ascetic Juraians, Ctarl-Ctarl, and Darjakr’ul are excluded from this calculation due to voluntary poverty from religious beliefs.
Economic Notes: Although the consumer and luxury good businesses are significantly larger industries, it is noted that Jurai is notorious for its shipbuilding industry. Shipbuilding in the Juraian Royalty Territories is extremely competitive as there are many houses and shipyards fighting for the right to take the honor of taking care of a ship. While they're not taking care of Juraian Space Trees, corporate shipyards churn out hundreds of private vessels and yachts for individuals and companies. Jurai's industrial capacity is huge, but it is reluctant to take a wartime state unless a holy war had been declared (which has not been done in the history of Jurai).
Technology: Defense, marginally higher than the Federation. General computer technology lags because of the complex Jurai-Balor language, but compensates with technology for limited mind reading and extensive speech recognition software via Space Tree assistance.

Divisions of Government: It is a five Branched Government consisting of the Royal House of Jurai, Executive Presidential Power/Bureaucracy, 21454 Legislative Prefectures, 570 Shogunates, and a traditional judicial court system.
Government Stance: Traditional and conservative on social issues, liberal on personal freedoms.
Social Stance: Religious and Industrious. Somewhat Militaristic.
Defense Fleet Composition: Large and growing. (See Details of "Defense Fleet Composition")
Contact with: The Federation and The Cardassians. Lost territory with the Tholians and the Breen centuries before the formation of the Federation. Juraians, Ctarl-Ctarl, and Darjakr’ul refuse to speak with any Ferangi for religious and moral reasons.
Traditions: Though this isn’t always the norm, the Ctarl-Ctarl tend to control the Executive Branch, the Darjakr’ul control the Shogunate Houses, and the Juraians control the Legislative Branch. Royalty tends to rotate, and is currently having a Juraian at the head.
Notes: - Jim Hawking Clan’n (abbreviated form of Clan-Clan), husband of Aisha Clan-Clan, is the first outsider governor of Jurai. Jim Hawking Clan’n comes from the Sol system.
- The “pirate guild” still exists as the form of a combined Imperial Guard and Intelligence Service, as well as portions of the Shogunate system.
History Brief
The Juraian Royalty Territories has been known as one of the most diversified people in the Federation, with seven recognized races that are integrated into one society that has stood the test of time. Although it is not known who achieved the first space flight, Juraians rather care on its starting point of full contact with each of the seven races. Two previous advanced civilizations once resided on the system, both now extinct. Ancient Juraian research had found that those two civilizations were a result of wars that stemmed from race related reasons and upon that research, all seven pledged to always stay in peace and support everyone for as long as any of them existed. This was the birth of the Ancient Juraian Empire and the present Juraian Royalty Territories.
Much of the rest of the history of the Ancient Juraian Empire was it was formed by various rogue nobles which turned the Juraian nation into a pirate run nation that was fairly sizable and deeply rooted in traditions that formed over millenia. Multiple invasions by races they could not contact made a stop to that practice. (Later on found that the Breen and Tholians were those that were invading.) Finally, Emperor Azusa forced all Juraians to stay within the Ellicandron system and develop its defenses for the chance that Ellicandron was to be invaded. Jurai closed its borders off for almost 6 centuries, making sure every little part of the system was able to be defended in case of attack. Finally, in 2360 AD, Azusa was overthrown by Empress Funaho.
With the rise of Empress Funaho, the Juraian Royalty Territories is in a renaissance of development. There was also a desire of the people and the new Royalty to join the United Federation of Planets for a leg up on "current times." Five years later after the Dominion War, the Juraians joined the Federation.
Currently, due to Federation influence, more liberal ideas have taken control of all levels of the Juraian government in a fanatic's speed. Things that used to take centuries now take only years for things to pass. However, some old institutions of Jurai: the Royal House of Jurai, the Shogunate system, the unusual treatment of youth, the continued pledge of peace, and other religious and customary institutions are prided most with Juraians and is a continued testament and unique identity that Juraians can have pride with.
Defense Fleet Composition
The Juraian Royalty Territories does not have a defense fleet but hundreds of privateer operations owned by corporations, the Royalty, or Shogun Houses that can easily work together as a fleet when Starfleet or the Territories calls for it. These operations maintain and cultivate sentient bioships known as "Juraian Space Trees" on either The Space Tree Station of Shalai or the Yggdrasil Station of Hallakaiai. These privateer operations continue the tradition of taking care and pampering to Juraian Space Trees, some of which will be selected by their peers to be molded into great starships.
Once a space tree is chosen, they take decades to form and only grow to abnormally large sizes. After a space tree has matured into a full bioship, they are assigned to a Shogunate house. Because of their status and prestige in Juraian culture, great care is taken to defend them and to continue propagating them in the traditional manner done for thousands of years. Juraian Space Trees are well aware of their prestigious status given by Juraians and intend to keep that status, despite the Federation membership.
Race Characteristics
General
All predominantly humanoid races of the Juraian Royalty Territories have a similar characteristic of big eyes, small mouths, and strange colored hair. All of the races depend on each other; they are unable to function without the other three's presence, and keep together as much as possible, demonstrated by a majority mixed population and mixed Shogunate houses. It is expected that one day, all three humanoid races will cease to exist distinctively, which is something that all Juraians have accepted with each other since antiquity. It is also speculated that with the exception of the Juraian Space Trees, all the humanoid races originating from Jurai are all ancient genetic experiments.

Physical appearance: Nearest to humanoid, but due to a trait of their race, many Standard Juraians look extremely young for their age. They age very slowly, beginning at age 9. Standard Juraian 20 year olds look much like 9 year olds, and they do not physically become adults until around 180.
Race Mixture: Much of the Standard Juraian populations tend to congregate in large numbers, and have no regard to keeping the “purity” of the race. Rather, they have more concern in keeping the family tree “balanced,” with a mixture of Ctarl-Ctarl and Darjakr’ul somewhere in the family tree.
Dress: Conservative and traditional, but catching up to Ctarl-Ctarl and Federation trends more quickly.
Special Abilities: Long life span.
Common Occupations: Service, the Arts, Government, Administration, Manufacturing.

Physical appearance: Ctarl-Ctarl is a cat-like race similar to Caitians but is more predominantly physically human with distinctive cat-like features, attitudes, and actions. Each Ctarl-Ctarl has a pair of ears like a cat and a tail.
Race Mixture: The Ctarl-Ctarl tend to want to stay “with their own kind” but no law or custom prevents common interracial marriages to take place.
Dress: Diversified, less traditional. Fashion is form fitting or anything that attracts attention.
Special Abilities: The Ctarl-Ctarl are stronger than most people, and resists some forms of radiation.
Common Occupations: Research and Development, Education, Manufacturing, Administration, Government, Religion.
Darjakr’ul (Balor, Cornugon, Erinnisu, Tanar’ri)

Lifespan: About 500 years
Physical Appearance: Many sub-races make up the Darjakr’ul, the most diversified race in the Ellicandron system. The Balor are tallest of all Juraian races and have bat-like wings on their back that do not necessarily give them flight. The Cornugon have a vaguely humanoid shape, with scales covering their bodies, wings, and a tail. The Erinnisu (pronounced Eh-ree-n-EE-sue) are beautiful pale skinned humanoids with raven colored feathered non-functional wings. Finally, the Tanar’ri are also beautiful crimson red humanoids that have vestigial bat-wings on their heads and backs as well as possess a spaded tail. All resemble some sort of mythological demons of religions in the galaxy, having a sinister or unholy appearance (some sharing names), but have no evil intentions.
Race Mixture: All of the races tend use the general title of “Darjakr’ul” to encompass their particular part in Jurai, though each one of them still has the sub-race titles to distinguish each other. All Darjakr’ul can intermarry and mix, however, the appearance of all Darjakr’ul seems to restrict intermarriage with those outside Jurai. However, many humans would find Erinnisu and Tanar’ri very attractive.
Dress: Some are nude, but if wearing anything, they seem to prefer the gothic style.
Special Abilities: The Darjakr’ul possesses limited telekinetic and telepathic abilities.

Juraian Space Tree (Served by the Shogunate Assembly)
The true name of the Juraians comes from the Juraian Space Trees. The Space Tree looks much like a regular tree except they have telepathic and empathic abilities. Aside from the famous starship type, here are both rooted Juraian Space Trees and levitated space trees. Levitated space trees are those who have been replanted into special repulsar-craft which allows them to travel. Juraian space trees reproduce like any other tree would; with fruit. These fruit are poisonous to eat, but are vitally important for the propagation of their race. They have an infinite lifespan.
The Juraian Space Tree is what all three races have their traditional focus centered around with. They are the center of all cultural significances in the Territories. It is historically noted that the Space Tree is the initial force in which the Juraians began space travel with, through the long-standing tradition of bio-ship creation. Space trees are chosen to become starships when they have all the traits of the first living space-tree, Tsunami. These include honor, dignity, honesty, integrity, charity, humility, temperance, peacefulness, and service. Only a select few are grown to become large starships, and continue to grow once cultivated. They grow weaponry that continuously become more powerful as they age, and become very large. Many Juraian Space Tree starships are tens of thousands of years old, but require constant maintenance and upkeep.
Race, Society and Culture
Despite the recent Federation influence, Juraian society is a highly formalized, highly stratified society weighted down with a great burden of custom and law. Juraians are very conservative and highly skilled at splitting hairs, as doing almost anything outside of customary practice required some sort of elaborate legalistic or religious justification. They also greatly respected scholarship, although Juraian scholarship tended to be the recovery of old knowledge, rather than the development of entirely new things.
The long life and racial mixture of all Juraians greatly influenced Juraian society. They tended to take the long view of things, and even the lowest of people laid plans that might take decades to come to fruition. Many Juraians not only knew the name of their great-great-great-great grandparents, but often had visited them. This process facilitated the consolidation of social and economic power around long-lasting family structures.
Families tended to be of the 'vastly extended' model. While most people set up semi-independent households on marriage, those linked by blood to some common ancestor often formed a unified group, even with seven different races within that family tree. In theory, anywhere from 3-20 generations might all answer to a common head. This was not enforced by any formal law, but by the great web of custom.
Juraians was also marked by patron/client relations, in which the greater families took lesser families under their wing, and themselves gave allegiance to greater families, in a loose pyramid climbing up to the Shogunates. Individuals usually had personal patrons as well, and at the middle levels of society, many individuals had their own clients as well. Thus, rather than 'Classes', Jurai had various vertical pyramids of influence of variable height drifting downward from various individuals or families, which formed into the Shogunate Houses of today. This pyramid is solely age and experience based, although there are many exceptions, which are seen in many corporations in Jurai.
Even the Royal Family ruling was bound by the web of custom. It was easy to make new laws, but hard to undo old ones, especially if they were more custom than law. While the Royal Family's and Empress’s power was absolute in theory, in practice, it is so heavily bound with restrictions and customs so as to largely negate this 'absolute' power. Even with Funaho’s reforms, which were a welcome change from Azusa, there are some things that Empress Funaho Jurai cannot touch.
While Jurai is home to dozens, probably hundreds of religions, the dominant faith is similar to Shinto, but more theistic. The Way of Jurai believes in a creating Goddess served by millions of kamis who are just about everywhere and in everything. These kamis form the Celestial Bureaucracy that governs the universe and the Seven Heavens. They are at war with the Infernal Bureaucracy, which governs the 47 Hells. These two powers have warred since shortly after the creation of all things, and who will win is not set in stone. The good life is the path of following the seven virtues and avoiding the seven vices. It is a centralized faith: the Shogunate Priestess (ALWAYS female) is the head of the religion and makes its home at the Darjakr’ul Wargate City at the top of the Wargate Arch, which is considered the origin of all Juraians.
The appreciation and identification of food and drink through the use of the senses is a long-term Juraian custom. Many Juraians can take pride in his ability to tell where a wine was bottled, or what kinds of grain went into a loaf of bread. The nobility especially appreciates this art.
Juraian art tends to either be hyper-abstract, hyper-realistic, or involves growing plants into patterns that can be observed best from a distance. Forests that spell out one's name, gardens shaped to form the characters for 'Serenity', or for the ultra-rich, entire city layouts that make a face, spell out a name, or make a design visible from the air. This could finely be demonstrated by the different intricate designs visible from the Planetwide City of Niglai.
The huge mix of races that inhabit the Juraian Royalty Territories resulted in a culture that has always had to live with many different groups of people. It also resulted in a culture that tends to keep itself open-minded and is to the point that Juraians do not understand nor comprehend dislike for outside appearances. However, there exists a heavy dislike towards those who discriminate based on any outside appearance trait instead of their “character content.” An example of this is the dislike towards Ferangi and their treatment towards women, although this dislike is also rooted in its Matriarchal traditions.
The strong Matriarchal background is a matter of millennia of tradition. Though males have achieved suffrage since antiquity, most would concede to a female linage, and tended to allow the female companion to be the head of the family. This causes significant problems with the Ferangi, since many representatives of Juraians, Ctarl-Ctarl, or Darjakr’ul tend to be females. Juraians are against the practices that Ferangi have towards females. Though there is no official decree or law, most Juraian citizens out of tradition, both male and female, do not speak or transact business with a Ferangi.

The modern Jurai-Balor language combines three distinctive root languages in standard Juraian (Juraigo), Ctarl-Ctarl (Neko-go-nyo), and Darjakr’ul (Daedric) speech. It is a language that is very complex and specific with millions of rules of speech with even more rules governing its combined logographic, phonetic, and semantic-phonetic compound writing. It arose over thousands of years of ancient interaction between the three races and although the spoken language is a clever mixture of the three lingual roots that can be learned, the Manyogana continues to be one of the most difficult writing systems in existence and most likely will continue to be that way for millennia to come.

It is common to see Neko-go-nyo used in all Juraian computer systems, as most Ctarl-Ctarl are the primary developers of such systems, and it is much more simplified than the other two. Daedric is used in all religious ceremonies in the Juraian Territories. Of course, the standard Juraian language closely matches the Japanese language. All languages mix together to become the modern Jurai-Balor language, sharing grammatical rules, words, and writing with each other. It is common for a Juraian citizen to switch from one root language to another every sentence when modern Jurai-Balor is spoken and written. Most Juraians will say that you need to learn Juraian, Neko-go-nyo, and Daedric in order to speak properly, though any one root language can be learned to be understood.
There is no particular reason why any of the three languages will die out, since all three are rooted in customs that will not change for thousands of years.
Issues with Jurai
Despite being in the Federation for five years, there has been quite some culture conflict with the Juraian Royalty Territories. This mainly involved how the youth are treated. The acceptance of young people as young as twelve to hold property, have voting rights, and even consenting sexual relations are shocking to non-Juraians.
The tradition of space tree bioship construction is continued to this day by the hundreds of privateer operations in existence in Jurai. Most are more concerned on the health, freedom, and well being of their space trees alongside the usual jobs of defense. Since these space trees are sentient, they have full voting rights in Jurai, and can choose who can and cannot board. They can also refuse to attack, and have the final word on shipboard operations. Most space trees are in tune with current Juraian and Federation politics and will follow orders. There is not a record of a single rogue space tree in the history of Jurai, because of the huge dishonor it brings towards their senior peers, the crew, itself, and the Juraian government at large.
Out of tradition, custom, and some bad experiences, Juraians do not speak or transact business with a Ferangi. Any Ferangi vessel entering Juraian space will be asked to leave. Though there has not been a skirmish with the Ferangi since the Juraians joined the Federation, it is very much noted that most Juraians have a disdain towards Ferangi.
The Darjakr’ul races have a huge resemblance to many devils that exist in various Federation members’ religions, and their appearance, names, and blunt behavior seem to indicate a sinister motive. However, thousands of years of very peaceful and cooperative co-existence with Standard Juraians and Ctarl-Ctarl have indicated that there are no grounds whatsoever for this motive; many Standard Juraians and Ctarl-Ctarl are respectful of Darjakr’ul. However, their disruptive auras tend to throw off telepathic and empathic races senses to make them think they’re as unholy and evil as they look. Extensive PR moves by the Juraian Royalty Territories are being conducted to improve the image of the Darjakr’ul people with very limited success. It is furthermore noted that the planet of Killai does have a race that has the appearance of various Darjakr’ul races, and an ancient religious structure that Juraians have has a legend of a demon trapped within it.
Out Of Character Notes
This is an unusual member already. Due to reforms to the Federation Council, Jurai had to cut its power down significantly. Ctarl now exists as the planet Hallakiai, and is in honor of Miss Aisha Clan-Clan's player, who is now currently MiA.
Transliterated phrase and sentence in the language area is completely wrong and is scrambled (it’s supposed to be, since it is partial Japanese, Ctarl, and Daedric structures). That is for demonstration purposes; the author does not, and will not attempt to try to use the language.
A combined and integrated society was done to give Washuu a lot more consideration in regards of race related issues. (With obvious exception to the Ferangi).
