Washuu is one of three Goddesses in universe, the other two being her sisters Tsunami and Tokimi. At some point Washuu entered the realm of mortals, sealing her memory and storing her goddess powers in 3 powerful gems. Tokimi's fate is largely unknown, but it appears she is trying to capture and meet Washuu - using Dr Clay as her agent - for some reason. Tokimi was always the mysterious one, Tsunami the quiet and gentle one and Washuu the free-spirited one. Tsunami and Washuu do not seem to remember each other. But when the Sasami/Tsunami relationship was revealed to Washuu, she may have recognized her sister. Tokimi does not seem to be after Tsunami, so I suspect that she does not remember Tsunami and has lost her memory as well.
Washuu was a professor at the graduate school of the Galaxy Science Academy, being a high achiever and generally well liked because of her charismatic manner. While she was a student in the academy she fell in love, married, and bore a child with another student. But because she was of a low class, her husband's parents took her child away from her. This event profoundly affected her emotionally (funny that). From then on Washuu felt that social-status had too much bearing on adult life, declaring it silly and immature and resolved those who oppress the "working class." She also took a physical change of staying in her child form, although there are times when she will return to adult form.
About 2000 years ago, a former pupil of hers, Kagato, trapped Washuu into one of her creations: the Souja. Washuu designed the Souja to have two halves, one the opposite of the other. Kagato sealed her in a transparent chamber in the 'Reversed World' with a symbol in the shape of eagle feathers.

A hijacking by an unusual pirate ship known as the Casino Night has been successful against the Souja and in fact, Kagato was killed in this act of piracy which was applauded by the Juraian Empire. Washuu was soon set free, and ended up in the crew of the Casino Night. Quickly, she gained favor of this particular piracy group which was to be the future Neo-Prosperity Confederation.
She eventually took control of this piracy group and massed a small fleet within the Juraian Protectorate Zone, also known as Sol, the location of Earth. From there, she infiltrated into many parts of the world, and simply mettled around with world events in the 14th through 19th centuries. She possibly could be linked to the Renaissance Movements of Europe, the Formation of the United States of America, and even possibly inspired Karl Marx and Frederick Engels to create the Communist Manifesto.
She would be next heard from meeting up with Aerith Gainsborough (known as Aeris from now on in this document) at a very young age. Washuu already noted that she was last of the Cetra, a powerful race of humanoid beings, and knew that something would happen to her if she were not careful, so she took personal care of Aeris. Though Aeris was quite a young girl, she was very intelligent and assisted with Washuu on many levels, including the personal one. They soon became lovers and married, despite Aeris's age.
Washuu soon permanently set up headquarters in the Arctic Regions, near the site of the Cetra ruins and near the future site of "The Metropolitan Authority of the Neo-Cerulean Arcological Compound Concordium" as rise of the Shinra Electric Company was realized and Midgar was constructed. This would be when one of Washuu's children, Asobinin Jurai Masaki was prominent in the Shinra Corporation. She disliked the fact that Asobinin abandoned the Juraian family in favor of Shinra, and convince the Juraian Empire to support the revolutionist group known as Avalanche which wished to cause a Marxist Revolution against Shinra, which ran most of the industrialized Midgar Metropolitan area. Although this group did not cause the desired Marxist revolution against Shinra, it was successful in making sure the people tried to be informed in the real deal with the Shinra Corporation.
At the same time, a deranged mutated human known as Sephiroth began to attempt to exterminate the human race through various acts, including the eventual summoning of Meteor. Aeris wished to do something on this issue, but Washuu seemed reluctant, so Washuu did the next best thing, send a holographic version of Aeris around. This holo-Aeris was very lifelike, even bled real blood (though it was replicated on spot). Aeris controlled this hologram from the safety of the Northern Arcology Bunker, which was well hidden from view in the Arctic Area.
She guided what seemed to be a small band of people, including Cloud, Tifa and Yuffie (Yuggie) around the regions of which Shinra had influence, including the Cetra temple which was later discovered to be the "Black Materia," an artifact that would give the user the ability to call for an asteroid to come colliding with a planet.
She was soon mysteriously leaving, and also, Aeris herself was praying at the center of the Cetra ruins. Washuu shortly came up behind her early enough before anyone else, Cloud's group OR Sephiroth, can find the real Aeris. Aeris persisted that this activity must be done, and told Washuu to delay anyone and everyone coming after her as long as possible. This was accomplished by slowing of time and space with regards of Cloud's Group and Sephiroth.
Washuu created a time warp bubble just enough around those pursuing her to make sure that Aeris would finish her summoning sequence. This was done so that Jurai would not catch her using an "illegal device" (Laws regarding observation time travel and visit to non-advance planets would soon no longer apply to Washuu by the time Neo-Cerulean is founded) Once the summoning of "Holy" was complete, she was soon replaced by the hologram once again, and Washuu along with Aeris watched from the Bunker remotely.
Cloud and company caught up with Sephiroth later that day, but at the exact same spot where the real Aeris was praying. The holo-Aeris was praying with the real Holy Materia on her head, as to "fake" her presence there, and as the holo-Aeris was stabbed through by Sephiroth, the Holy Materia fell from her head and rolled down to the pool of water below them.
After this event, Sephiroth summoned the Meteor to Earth, which was later destroyed by the Holy powered barrier, which in the process was intensified and centralized around the Midgar Metropolitan area. Sephiroth himself was killed and his body "mysteriously disappeared." In reality, his body was transported to Washuu's laboratory, which remains in the Subspace Archives.
When the Shinra Electric Company was rendered bankrupt and powerless after that event, Washuu seemed to quickly take up the slack, first creating a stable socialist-democratic government that would both help the needy and homeless as well as have freedoms given to people. She also swiftly and secretly obtained secret equipment that Shinra once had, and established the Nibelhelm archives, once known as Shinra Mansion. This included housing of the "last Makou Reactor" and "Jenova," an alien species mistaken for a Cetra. These two artifacts were glass cased and were put on the grounds of the Shinra Mansion. Aeris also erected a black wall on the grounds, similar to the Vietnam Memorial, that listed every known name who died in the hands of Shinra, and every name who died in Midgar.
Years later, as Washuu began to slowly bring her influence about at this planet, she had decided to reopen the books on the Jenova Project. She exactly knew who this species was (she refused to give details who) and began to revive Jenova. This resulted in multiple protests against Washuu, saying that she was becoming a second Shinra. However, these research projects were soon hailed to be the future basis of current cybernetic, genetic engineering, and subject treatment standards of the world, as Washuu did the impossible: Revive Jenova and shown even a sort of rehabilitation.
Aeris did not really take this liking too well, though eventually she forgiven Washuu for such an action. Jenova was allowed to roam the ways of the Subspace Laboratory and had to relearn everything from scratch as she was revived in a time period where there were only a few Cetra in the world, and the fact that she was no longer the most powerful being in the world. (Jenova finally was able to come out the laboratory and begin some sort of normal life. She currently resides in the Xavier Hacienda working as a professor-scientist.) In fact, she was brought up in a time of the upsurge of development. Soon, she was outgrowing the use of the Northern bunker and founded a small town what soon to be the world's largest city, Neo-Cerulean City.
Washuu was hearing of new experiments regarding a class of species known as Pokémon and soon as she heard of that, she infiltrated the ranks of a terrorist organization known as the Rocket-dan. She had quickly gotten the scoop from Mr. Fuji, a scientist that worked in the Rocket-dan organization as a scientist. He was trying to experiment on Ai-two, a cloned version of his own daughter which died in a car accident, and ended up with a being called Mewtwo. Finally, Washuu's cover was blown somehow after the creation of the first, and she had to quickly leave, but she also stole just about everything for the Mewtwo project as requested by Mr. Fuji, to make sure she could revive or create another Ai, as well as a rival Mewtwo to make sure that the Rocket-dan will not be able to be dominant.
This was the beginning of the Cinnabar Airlift, an operation that involved making most of the scientists "vanish" as well as much of the equipment and information used to create and control a Mewtwo. Multiple stealth airships were sent towards the Cinnabar Island area and landed to have much of the "required" people and equipment stolen by Washuu. This was a swift operation with her lightly screaming about in a mad dash to steal as if they were in a riot.
This operation of course was a success and was soon followed by much work to create a rival Mewtwo in which she named him Xavier Valentine Mewtwo. Although Xavier was created to defend against the Rocket's Mewtwo, Xavier was allowed to live a relatively free life. This freedom of life was highly beneficial to those that ever met him, as he began a series of cities that were created in the Northern Regions. This region was called Neo-Prosperity, and it composed of such places like Neo-Cerulean, Toruko, Ice Cap, and the Cetra Ruins. This region was created to make sure that those persecuted by the Rocket-dan would have a place of refuge.
Neo-Cerulean began to expand quickly, with thousands of people and Pokemon fleeing to the northern regions, as well as a complete technological advancement that included Warp Drive, introducing Earth into the galactic community. Finally, Neo-Cerulean City became so large and crowded that it became necessary to completely rebuild the city. This was done with the first Assemblyknown as "the Founders", which consisted of Washuu, Aeris, Xavier, Dr. Fuji, Ryoko, Lei, Jenova, Lady Funaho, Lady Misaki, Princess Ayeka, Gym Leaders of Johto and Kanto, as well as various interstellar government representatives. It was agreed upon to use the controversial Midgar design of a city, except consisting it of five tiers instead of a single tier for future expansion of the city, as well as using much more pollutant free, and environmentally friendly technologies, as well as erecting a stronger shield barrier. The committee also agreed to consecrate the Cetra Ruins as Juraian Holy Land by planting three perminent standing Space Tree, as of course as a consolation to using a controversial design.
This design of the city soon became a benefit to Neo-Cerulean as the place swelled to more than fifty million people and more than one-hundred million Pokemon residing in and around Neo-Cerulean City. At the same time of the founding of Neo-Cerulean City, Washuu Hakubi's space operations increased as two space stations, The Sky Sanctuary Zone and the Flying Battery, was completed. They were the basis of the new space fleet that Washuu controls. It's flagship, the Resort Ship Casino Night, has become more than 2000 miles in length after thousands of refits, assimilations and updating by Washuu. This ship is the oldest of her ships, and probably one of her most prized, as it is her first ship.
Currently Washuu Hakubi has been working on technological improvements for
all of the benefit of all benevolent races, while keeping those that wish
to destroy the free way of life away. Though officially, Washuu's fleet and
her settlements, are considered "pirate" properity, the civilization
that Washuu is cradling has much potential to become one of the driving forces
of the galaxy, if not the universe. Improvements on the quality of life have
been unprecidented, as well as the technological advancement throughout her
influence has grown considerably. She can be considered as The True Genius
of the Universe.
